Sewer Customer Notice

Sunshine Water Services (“Sunshine”) filed a Limited Proceeding to recover a $28 million investment for the replacement of the Mid-County Wastewater Treatment Plant. Sunshine filed a Limited Proceeding on November 10, 2025, with the Florida Public Service Commission (“Commission”) (docket number 20250137-SU). A “Limited Proceeding” allows a utility to request a specific change to rates or rate structure due to a specific activity they are performing or have performed, including critical infrastructure investment.

This investment will support reliable wastewater service which in turn helps to protect Florida’s watersheds and overall public health. The Mid-County wastewater treatment plant is several decades old and has had increasing difficulty maintaining modern sewer treatment services, which if not addressed could result in the discharge of partially treated effluent. We care about our customers and the local environment: we are committed to making investments to protect them.

Ratemaking Process: This filing is the first step in the Limited Proceeding process. Nothing is changing at this time. The costs of service and tariff rate proposals are more fully explained in Sunshine’s filing documentation which is made publicly available through the Commission’s website. A notice was also sent to all customers regarding the rate filing.

Customer Participation: All interested parties may obtain information either directly from Sunshine or by addressing the Clerk of the Commission, 2540 Shumard Oak, Tallahassee, FL 32399-0850. Customers may also visit the Commission’s website and search Docket “20250137-SU” at www.psc.state.fl.us

As a part of the rate making process, the Commission may hold public hearings where customers can enter comments into the record. Evidentiary hearings are also held where Company and any intervening party’s experts are cross-examined on the case. Any hearing dates will be announced and communicated to customers.

Wastewater Rate Structure: Sunshine’s wastewater rates are based on a consolidated rate structure, similar to electric or gas utilities, where customers share costs across the entire customer base. This helps to mitigate rate shock while supporting critical investment projects. Over time, this process benefits all customers by smoothing rate impacts and incorporating economies of scale for the entire service area.
